Muharram 25, 1445 AH / August 12, 2023 – As part of its mandate to promote and protect human rights, the lawyers, investigators, and key personnel of the Bangsamoro Human Rights Commission (BHRC) have recently completed the Phase III of the Ladderized Training for Human Rights Workers entitled: β€œAdvance Human Rights Investigation Course.”

The training was held on August 7-11, 2023, at Davao City and was attended by participants from the BHRC’s Regional Office and seven (7) Provincial Offices. This includes the Maguindanao del Sur Provincial Office, Maguindanao del Norte Provincial Office, Lanao del Sur Provincial Office, Special Geographic Area in North Cotabato and Cotabato City Office, Basilan Provincial Office, Sulu Provincial Office, and Tawi-Tawi Provincial Office.

Sponsored by the Support to Bangsamoro Transition (SUBATRA), the training is intended to capacitate the BHRC personnel in terms of the investigation of human rights cases and was conducted in partnership with the Commission on Human Rights (CHR), the national human rights institution (NHRI) of the Philippines.

Atty. Gilbert V. Sembrano, LLM, Justice and Society Project Team Leader of the SUBATRA, was also present during the training and reiterated his strong support for the Bangsamoro Human Rights Commission.

The Phase III of the human rights training program focused on advance human rights investigation skills. The training empowered the BHRC personnel with the knowledge and skills required to effectively conduct a thorough human rights investigation. The training discussed various advanced topics that enable participants to further develop their skills and understanding of human rights investigation and equipped them with a strong foundation in ethical conduct, ensuring the protection of human rights while carrying out their duties.

The training covered paramount topics such as, but not limited to, ethical conduct and investigation techniques for human rights investigators, handling and application of gathered evidence, analysis of human rights violations, issues and concerns, investigative case analysis, and human rights investigation writing skills.

A lecture on Transitional Justice Mechanism was also given by the Honorable Chairperson Atty. Abdul Rashid P. Kalim of the Bangsamoro Human Rights Commission (BHRC). During the lecture, Atty. Kalim said that historical injustices committed against the Bangsamoro should not be forgotten. He also emphasized that in the context of the Bangsamoro region, implementing transitional justice measures should be done in a way that is sensitive to the cultural, religious, and social dynamics of the local communities.

If we remember, the BHRC personnel already completed the Phase I and Phase II of this ladderized training entitled: Basic Investigation Training Course and Intermediate Investigation Training which was consecutively conducted last March 6-10, 2023 and May 9-11, 2023.

The successful completion of the three (3) phases of Ladderized Training for human rights worker constitutes an essential contribution to the long-term prevention of human rights abuses and represents an important investment in the endeavor to achieve a just society in which all human rights in the Bangsamoro Region are valued and respected.
