To commemorate the International Humanitarian Law (IHL) Day, the Bangsamoro Human Rights Commission (BHRC) in collaboration with the Integrated Bar of the Philippines (IBP) Cotabato Chapter, conducted a Human Rights Education (HRE) on IHL held on 16 August 2023 in Cotabato City. The activity aimed to enhance the knowledge of our partners in the security sector, particularly the Philippine National Police (PNP) and Philippine Marine Corps (PMC) about human rights and laws related thereto.
A lecture on Basic Human Rights was given by Atty. Alladin S. Tamama, CPA, BHRC Head of Promotion Division and IBP Cotabato Secretary, where he discussed the concepts and principles of human rights. Atty. Tamama also discussed the establishment of BHRC and its major programs and services in promoting and protecting human rights. Atty. Gapor G. Quituar, Sh.c, the Chief of Legal Affairs Division of NCMF Region XII-A and IBP Cotabato Board Member, also delivered a lecture on the core principles of IHL, the obligations of States under the law, and the significance of IHL during armed conflicts. Atty. Quituar highlighted that under the International Humanitarian Law, human rights do not cease to exist even in times of war.
PLt. Col. Edwin Placio, Deputy Director for Administration of Cotabato City Police who participated in the event, expressed his heartfelt gratitude to the BHRC and IBP Cotabato Chapter for organizing the learning activity and providing participants with the knowledge they need in promoting and protecting human rights especially in times of armed conflict. PLt. Col Placio also expressed strong support in the advocacy of the Bangsamoro Government in safeguarding human rights and maintaining peace and order in the Bangsamoro Region.
With the objective of increasing awareness on basic human rights and informing people about their own rights, including the redress mechanisms in case of violation and abuse, the HRE is a regular activity under Human Rights Promotion program of the BHRC.
